Tove Helvig, an orphan in the aftermath of Mayday Omega, discovered the power of information in a world ruled by corporations. He sold valuable data through his spy network called "The Pack." Seeking revenge against a corporation that nearly killed him, Tove's plans went awry, exposing him and his comrades to Starfall. After becoming a Hunter through corporate experimentation, Tove broke free from their control, now representing the Scrappers, albeit in an altered Hunter form.

In the aftermath of the Starfall catastrophe, the Scrappers, Earth's tenacious survivors, have managed to thrive underground.
